A Study on Safety Regulations Concerning Social Welfare Facilities: Focused on Community Psychiatric Rehabilitation Facilities

Abstract
The purpose of this study was to analyse government laws, codes of practice, regulations and safety management manuals for welfare service providers. Based on literature review this study analysed hazards types, vulnerability of systems and individuals, safety management strategies of safety regulations and materials. This study mainly focused on the analyses of the laws and code of practices related to psychiatric rehabilitation facilities to know wether those codes considers characteristics of specific users of social welfare facility or not. The results show that safety regulations and manuals primarily focus on environmental vulnerabilities and lack users centered safety management strategies such as training and supports concerning their vulnerabilities. This study suggests that those laws, code of practices and manuals should take into account authentic social welfare perspectives regarding vulnerabilities of social welfare facilities and service users, service users` participation in safety managements, and individualized training and supports for service users.
